Parenting doesn't come with a manual or a degree or any training whatsoever--just hopefully common sense and trial and error. The only real way to learn is on the job. This does not mean that other public servants cannot learn on the job, but there is no doubt they are considered to have more of a notion about what to do than the average new parent.
